ipod touch wont connect

ipod worked fine ast night   this morning it  wouldnt connect to the internet,  i checked the setting s and it showed that  the connection was fine   but when i tried to  use online apps it wouldnt connect   i tried for hours  nothing seemed to work    finally went to i tunes and did a complete restore   then re-installed  all apps   no change   still wont connect   i use my neighbours  dlink wireless connection
no locks or passwords  to fiddle with   i tested  the ipod in itunes for the internet connection  and it passed  what am i doing wrong  ?
